Eclty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.7 <br /> Agenda Section Meeting Date Prepared by <br /> ConsentJuly 6, 2015 Cal Portner, City Administrator <br /> Item Description Reviewed by <br /> Planning Division Appointments Lauren Wipper, HR Representative <br /> Reviewed by <br /> Suzanne Fischer, COD Director <br /> Action Requested <br /> Approve,by motion, the appointment of Zachary Carlton to Planning Manager and Chris Leeseberg to <br /> Senior Planner effective July 7, 2015. <br /> Background/Discussion <br /> Following the resignation of Deputy Community Operations and Development Director Jeremy <br /> Barnhart, the city administrator and Council discussed an organizational change to the Planning Division. <br /> At the May 4,2015, meeting, the city administrator proposed eliminating the deputy director position and <br /> reinstating the planning manager position, collapsing the park planner/planner position into a planning <br /> division-only position as senior planner, and, after development of the new planner I/planning <br /> coordinator position,hiring a new planner I. <br /> The organization changes will provide cost savings from a deputy director to a planning manager,but <br /> more importantly institute a new position responsible for coordinating the planning process between <br /> engineering, environmental services, planning,building inspections, and economic development. <br /> Following the 2012 Community Development Department reorganization,it is apparent it would be <br /> beneficial to have a coordinator position help improve inter-departmental communication and to enhance <br /> and streamline the development approval process. <br /> Following Council consensus,interviews were conducted with the two internal candidates. Each <br /> candidate underwent a substantial leadership and psychological evaluation process utilizing the <br /> professional evaluation services of Gary L. Fischler&Associates, PA. <br /> Following the appointments, staff will develop the planner I/planning coordinator position and bring <br /> before the council for approval. <br /> Financial Impact <br /> Funds are budgeted and available for both positions. Mr. Carlton will begin at Step A of Pay Grade 12. <br /> Mr. Leeseberg will remain at Step E of Pay Grade 9. <br /> Attachments <br /> ■ N/A <br /> POWERED 6T <br /> AR <br />
