West, Fire Chief~A~ <br />May 15, 2000 <br /> <br />SUBJECT: Purchase of New Fire Chief Vehicle <br /> <br />Item #4.7. <br /> <br />The department heads within the City of Elk River recently met to discuss vehicles within <br />the various departments. The current vehicle in use for the Elk River fire chief is a 1994 <br />Chevy Blazer with approximately 55,000 miles. This vehicle will stay within the <br />department for the use of the new fire inspector/administrative assistant. The 1991 Ford <br />Explorer, which was used within the fire department for the part-time fire inspectors has <br />been given to the public works department and Phil Hals for Mark Thompson's use. Mark <br />Thompson will be using the 1991 Ford Explorer for his daily use as supervisor of the <br />public works department. <br /> <br />It was authorized by City Administrator Pat Klaers for the fire chief to obtain quotes on a <br />new vehicle for the fire chiefs use. I contacted Elk River Ford and Saxon Chevrolet for a <br />quote on a four door, four-wheel drive utility vehicle. The same set of specifications were <br />given to each dealership and the following quotes were obtained. <br /> <br />For one 2000 Ford Explorer 4x4, four door, the price is $24,106. <br /> <br />For one 2000 Chevrolet Blazer 4x4, four door, the price is $25,575. <br /> <br />The City of Elk River does not pay sales tax on the purchase of this utility vehicle as it <br />will be placed into service as an emergency vehicle for the fire department. The State of <br />Minnesota allows exemption in sales tax when used as an emergency vehicle. <br /> <br />At this time I would like to accept the quotation from Elk River Ford for one 2000 Ford <br />Explorer 4x4 utility vehicle for the amount of $24,106. This acquisition was requested to <br />be in the 2000 budget, but this did not happen and it was the plan to use equipment <br />reserves for the purchase when the full time employee was authorized. Total cost of this <br />project with vehicle light bar, radio, opticom, siren, lettering, and installation will be <br />approximately $28,500. The original estimate was $30,000. <br /> <br />If you have any questions in reference to this issue, please feel free to call me at the Elk <br />River Fire Department at 763-441-4919.
