The <br />question before the Authority was whether the Ramsey station should be <br />included as one of the initial stations developed, or should its construction be <br />postponed and be included as part of a second phase to be developed at some <br />future date. After a presentation by the City of Ramsey and a lengthy <br />discussion, the Authority voted not to develop the Ramsey station as one of <br />the initial stations and delay the construction until a future date. <br /> <br />City staff has been meeting with the staff of the NCDA and MNDOT to <br />discuss the design and construction of the proposed Elk River station. <br />MNDOT's park and ride will be incorporated into the design of the station. <br />They will be closing the existing park and ride on Highway 169 and building <br />a new facility as part of the commuter station. MNDOT is hoping to have the <br />park and ride portion constructed and operating in 2001, prior to the start of <br />commuter rail service <br /> <br />Staff, with the assistance of a consultant hired by the Authority, will begin a <br />land use study for the area around the station. Through a series of public <br />meetings and workshops staff will be seeking input from the Council, <br />Planning Commission, and the public. Recommendations for land use <br />amendments and zone changes will be presented to the Council this fall. <br /> <br />13065 Orono Parkway * P.O.
