~'ity <br /> <br />of <br /> <br />iver <br /> <br />MEMORANDUM <br /> <br />Item #4.4. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Cou~d~ <br /> <br />Pat Klaers, City Ad~r <br /> <br />April 8, 2000 ~J~ <br /> <br />Highway 10 Study Groups <br /> <br />There are two Highway 10 corridor study organizations currently working to <br />improve this transportation corridor. <br /> <br />The first group has been organized by MN/DOT and deals with Highway 10 <br />from Elk River through Becker. Minutes from the corridor committee <br />meetings have been distributed to the City Council. MN/DOT is primarily <br />concerned with safety and maintaining an acceptable travel speed on the <br />highway through better access management. The role of the committee is to <br />develop recommendations for local governments to consider and approve <br />regarding this highway corridor. The recommendations should be long-range <br />in nature and some of goals include preserving right-of-way for future <br />interchanges, trying to eliminate short trips on Highway 10, and to pursue <br />funding for appropriate improvements. The MN/DOT repair project for <br />Highway 10 has been delayed until after 2003, in order for some access issues <br />to be resolved and MN/DOT hopes that this committee can help in this <br />regard. The MN/DOT project calls for Highway 10 to be raised slightly and <br />for the addition of some concrete medians, and this will require the closing of <br />some intersections. <br /> <br />On a different Highway 10 corridor issue, the City of Coon Rapids is taking <br />the lead to comprehensively research and address critical issues regarding <br />the possible improvement and expansion of the highway. Essentially, the <br />main goal is a third lane on Highway 10. The study will include land use <br />management along the corridor and coordinating any highway improvements <br />with other multi-modal projects (i.e., Northstar Corridor). This north metro <br />Highway 10 corridor coalition group is just starting to get organized and the <br />membership tentatively includes the cities of Coon Rapids, Anoka, Ramsey, <br />Andover and Elk River, along with Anoka County. Other communities such <br />as Dayton may join the organization, as Dayton is intimately involved in a <br /> <br />13065 Orono Parkway · P.O.
