As the HRA, City Council and Planning Commission continue to consider the City's role in addressing the housing needs identified in the recent Elk River Housing Study completed by the Central MN Housing Partnership, staff will continue to provide information on related housing issues. First, several affordable housing financing programs continue to be available from the region and state,including the MN Housing Finance Agency. The HOME Rental Rehab Program information was recently distributed to rental property owner/landlords in Elk River who work with the City's Crime Prevention Specialist. The program offers rental property owners a 0% deferred loan for rehabilitating their buildings. In speaking with the Central MN Housing Partnership (CMHP),who administers the program for property owners,in 2001 the program was utilized by one rental property owner in Elk River for eligible improvements to 30-units. Attached is the CMHP's recent newsletter,which provides information about the agency's recent activities in the region. • Second, Sherburne County recently submitted its second application for the MN City Participation Program.
