Open a public hearing to take comments on the city Storm Water Program. <br /> 2. No other action is required. <br /> Background/Discussion <br /> The City of Elk River is regulated as a Municipal Separate Storm Sewer System (MS4) under the National <br /> Pollutant Discharge Elimination System (NPDES) by the Minnesota Pollution Control Agency. This <br /> permit was reissued in 2013 and will expire in 2018 as it runs on a five-year cycle. <br /> The permit prescribes goals in the following categories: Public Education and Outreach;Public <br /> Participation and Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff <br /> Control;and Pollution Prevention and Good Housekeeping. <br /> The city is required to hold a public hearing to receive feedback on the Storm Water Program. <br /> The following goals were met by the city in 2014: <br /> • Developed new water quality requirements for the Stormwater Management Ordinance. <br /> • Continued to partner with Sherburne County Soil and Water Conservation District (Orono Lake <br /> Subwatershed Assessment). <br /> • Inspected and ranked all 381 stormwater basins within the city boundary. <br /> • Updated the Elk River Storm Water Program Guide. <br /> In 2015, staff will conduct planning and analysis to identify future projects to achieve compliance with the <br /> future nutrient reduction goal for Orono Lake.
