Police Department

MEMORANDUM

Item

~3.5.

TO:

FROM:

DATE:

SUBJECT:

Mayor and City Council

Jeffrey A. Beahen, Chief of Police

May 19, 2004

Hiring of new officer

We have started the hiring process for the two new COPS positions and have a candidate
ready to start employment. He is Paul Scbulte, who is currently employed as a corrections
officer for Anoka County. Paul was offered a job last year but was unable to accept the
position as his military unit was deployed overseas. Upon his return in April, he was still
interested in being hired. He has completed all phases of his pre-employment screening, and
is available to start June 1, 2004. He would start at the first step pay grade according to the
patrol union contract and would be on probation for a period of one year.

We are accepting applications for the second position as well as the desire to establish an
eligibility roster for future openings. I predict that in the near future we will have an opening
due to retirement as well as another potential unpredicted retirement that may occur in the
next few months.

I have also been informed that three of our current officers have applied for lateral entry
positions with the Minnesota State Patrol. This does not indicate that these officers will
either be accepted or that they will take positions if offered, but we could experience an
unexpected shortage of officers should these three individuals accept these positions.

I am asking your permission to hire Paul Schulte nosv, and to continue on with our eligibility
process for the next position as well as any other future opening that may occur.
