City
Elkof
River
To: Parks and Recreation Commission
From: Michael Hecker,Parks and Recreation Director
Date: May 13,2015
Subject: Director's Report
This report is a monthly highlight of our Department's activities informing the Commission on
items related to collaborations, strategic planning, staff changes/ development, and park operations
Lake Orono Trail Project
The Lake Orono Trail project was awarded$639,896 in federal funds for the State of Minnesota
fiscal year 2019,which is from July 1,2018 to June 30,2019. This is for the Transportation
Alternatives Program (TAP) administered through MnDOT. A copy of the trail map is attached.
This project was approved by the Commission and City Council in December 2014.
The trail is a recommendation in the draft Park and Recreation Master Plan to provide access to
Orono Park. TAP projects receive federal transportation funds for the construction, planning and
design of trail facilities for pedestrians, bicyclists and other non-motorized forms of transports.
The City requested and was awarded 80%of the eligible construction costs that can be funded
through the TAP. The city will need to provide the matching 20%local share, most likely from the
city's general fund or park dedication funds if they become available in the next few years. In
addition, local city funds will need to be used for the engineering and administration costs estimated
at$200,000. The project should be completed during the same time frame as the bridge
construction for Highway 10.
Dave Anderson Athletic Complex Dedication
The dedication of the Dave Anderson Athletic Complex is scheduled for early June. We are now
working on a tentative date of June 1,2015 before the City Council meeting.
Independence Day Celebration
City Council has had a few work sessions to discuss the Independence Day Fireworks. The plan is
to have the city fireworks at the high school next to Lion John Weicht Park for this year. The
Council is discussing moving the firework to Orono Park in 2016. The move to Orono will be an
additional cost for public safety and parks maintenance.
oiiEa [ u . r
N:\Departments\Parks and Recreation\Commission\Packets\2015\05-13-15 PRC Packet\Directors Report 5-13-15.docx 1FJATI.JRE
