RESOLUTION 84-5 <br /> ESTABLISHING THE URBAN FUNCTIONAL CLASSIFICATION <br /> PLAN AND THE FEDERAL AID URBAN SYSTEM <br /> WHEREAS, the Federal-Aid Highway Act of 1973 provides that after June 30, <br /> 1976, all urbanized areas and other urban areas of 5,000 or greater population <br /> shall establish and periodically update a Functional Classification Plan; and <br /> WHEREAS, this Functional Classification Plan shall be established as a <br /> cooperative effort of the State and appropriate local officials in accordance <br /> with guidelines set forth by the Federal Highway Administration in the Federal <br /> Highway Program Manual Volume 4, Chapter 6, Section 7 and Volume 20, Appendix <br /> 12, and other appropriate Manuals and directives; and <br /> WHEREAS, the Federal-Aid Highway Act of 1973 provides that after June 30, <br /> 1976, roads of Urban Collector or Urban Arterial Functional Classification are <br /> eligible for designation as Federal-Aid Urban System Routes; and <br /> WHEREAS, the Federal-Aid Urban System shall consist of routes selected by the <br /> appropriate local officials so as to serve the goals and objectives of the <br /> community, with the concurrence of the State Highway Department and, in ur- <br /> banized areas, also in accordance with the planning process under 23 U.S.C. <br /> 134; and <br /> WHEREAS, it appears to the City of Elk River that the map attached hereto cor- <br /> rectly depicts the functional and federal-aid status of the roads and streets <br /> within the Federal-Aid Urban Area of Elk River; and <br /> NOW, THEREFORE, be it resolved by the City of Elk River that the map attached <br /> hereto is hereby approved and accepted as the current Functional Classifica- <br /> tion Plan and Federal Aid System in the City of Elk River, and further that <br /> the Minnesota Department of Transportation (Mn/DOT) be requested to transmit <br /> I <br />
