CITY OF ELK RIVER <br /> RESOLUTION NO. 84-3 <br /> 41P A RESOLUTION SUPPORTING THE LOCATION OF A <br /> RACING FACILITY IN THE CITY OF BLAINE <br /> WHEREAS , a State Constitutional Amendment allowing parimutuel <br /> betting was approved by the Minnesota voters on November 2, 1982 , and <br /> the Minnesota Racing Commission -has been created by the Minnesota <br /> Legislature to implement parimutuel horseracing in Minnesota, and <br /> WHEREAS, the location of a racing facility would have a substantial, <br /> positive impact on the economic condition of an area, and <br /> WHEREAS, a racing facility would create approximately 1,000 addi- <br /> tional employment positions , and <br /> WHEREAS , the City of Blaine has stated an interest in the location <br /> of the Metro Racetrack in the City of Blaine, which interest has been <br /> pursued by the North Star Race Track Association, City of Blaine, and <br /> Anoka County, and <br /> WHEREAS, there is within the City of Blaine sufficient lands next <br /> to I-35W and within 20 minutes of the central Twin Cities which lands <br /> are proposed for the Northstar Racetrack facility, and <br /> WHEREAS , the location of a racing facility in Blaine, Anoka County, <br /> Minnesota, would at last place a major State-wide recreational facility <br /> in the northern metropolitan communities and thus make more real, <br /> economic balance within the metropolitan community, and <br /> WHEREAS, Metropolitan Systems would not require substantial expen- <br /> ditures of taxpayers' dollars if the racing facility were located in <br /> the City of Blaine. <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the City <br /> of Elk River supports the locating of the Metropolitan Race- <br /> track in the City of Blaine. - <br /> • BE IT FURTHER RESOLVED that copies of this resolution be forwarded <br /> to the Minnesota Racing Commission and the City of Blaine. <br /> PASSED by the City Council of the City of <br /> this 5th day of March , 1984 <br /> -r.�- <br /> Richard Hinkle . <br /> Mayor <br /> ATTEST: <br /> PhT11is Boedigheimer <br /> City Clerk <br />
