For Spring 2003 edition. <br /> • City Website,Downtown Project Update. <br /> Following is a status report on a few of the issues related to this project: <br /> Communications <br /> Staff has completed the following communication activities since the January 2003 HRA <br /> meeting: <br /> • City of Elk River Current Newsletter,Downtown article. For Spring 2003 edition. <br /> • Downtown Project News feature updated on the City website. <br /> Design Concepts <br /> Staff continues to meet with MetroPlains on a regular basis to review project activities. <br /> MetroPlains is working on the following activities at this time: <br /> • Drafting and refining design concept options <br /> • Evaluating market feasibility of the concept options <br /> • Evaluating financial feasibility of the concept options <br /> A spring open house is anticipated for the public to review and provide input on the design <br /> concept options. <br /> Tax Increment Financing Redevelopment Eligibility Assessment <br /> As of February 21, 2003 the firm hired by the HRA, S.E.H. Engineers,has completed all <br /> property TIF redevelopment eligibility on-site inspections with the cooperation of owners. <br /> The next step in the assessment process is a review of the building permit history on each of <br /> • the sites. Staff anticipates the results to be completed in March. The condition of buildings <br /> is needed to determine the type and boundaries of the TIF district. <br />
