Items 9.1. <br /> • 1-� <br /> City of <br /> Elk <br /> River <br /> MEMORANDUM <br /> TO: Housing & Redevelopment Authority <br /> FROM: Catherine Mehelich, Director of Economic Development( ,4' <br /> DATE: January 27, 2003 <br /> SUBJECT: Tribute to Former Mayor, Dick Hinkle <br /> HRA Chairperson,Larry Toth has requested the following tribute to former City of Elk <br /> River Mayor, Dick Hinkle be read at the HRA meeting: <br /> "On behalf of the Elk River Housing and Redevelopment Authority I would like to express <br /> our condolences to the family of Dick Hinkle. Also pay tribute to him for the immeasurable <br /> • contribution that he played in the formation of the HRA, and the years of service as <br /> chairperson, that he gave to the City of Elk River. <br /> A man of clear-thinking that looked at each item before the HRA from its merit and benefit <br /> to the city on a whole. Without going into long speeches he could put most everything into <br /> perspective and it made sense. <br /> As member of the HRA I hope that I can speak of the other members to say that he has <br /> been and will be deeply missed. The city has lost a great leader, but most of all we have lost <br /> a good friend.
