<br />Request for Action <br /> <br /> <br />To Item Number <br /> <br />Mayor and City Council 4.8 <br />Agenda Section Meeting Date Prepared by <br /> <br />Consent May 4, 2015Rich Czech, Arena Manager <br />Item Description Reviewed by <br />Zamboni Replacement Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br /> <br />Approve, by motion, the purchase of a replacement Zamboni. <br /> <br />Background/Discussion <br /> <br />The Elk River Ice Arena’s 2015-19 Capital Improvement Plan anticipated funding for the replacement of <br />the 1999 Zamboni in 2016. <br /> <br />Doug Peters, the Zamboni Company’s area representative, has indicated that orders are 8-9 months out, <br />which would place the delivery date of the machine in January or February of next year if ordered in May. <br />Ice Arena staff is seeking approval to purchase the machine now with delivery expected in 2016. <br /> <br />The Zamboni would be purchased through The National Joint Powers Alliance (NJPA), a national joint <br />purchasing program that negotiates very competitive pricing. <br /> <br />The 1999 Zamboni has served us well, however it has shown signs of wear in key components including <br />the main drive motor, bearings for the conditioner, and the battery set, which are typically replaced every <br />four to five years. <br /> <br />Once we receive the delivery confirmation date of the new machine, the 1999 Zamboni will be placed on <br />Govdeals.com with an expected minimum bid of $30,000. Staff feels the trade-in value offered by the <br />Zamboni Company is not as good as we expect in the competitive bid market. <br /> <br />Financial Impact <br /> <br />The projected 2016 replacement cost in the 2016 CIP was for $120,000. The purchase price of <br />$127,834.60 less the expected re-sale value of the 1999 machine is significantly below the budgeted <br />amount.
