F <br /> REVISED ' <br /> i <br /> JOINT POWERS AGREEMENT <br /> FOR COMMUNITY EDUCATION <br /> THIS AGREEMENT, made and entered into this day of , 1978, by and <br /> • between the Anoka-Hennepin Independent School District No. 11 (hereinafter called <br /> School District who are parties hereto. <br /> WITNESSTH: <br /> WHEREAS, pursuant to the authority granted by M.S. 471.59 and M.S. 121.85 to 121.89, <br /> the School District and several municipalities within said district entered into a Joint <br /> Powers Agreement on September 13, 1971, to implement Community Education within the <br /> participating communities, in order to provide recreational, educational and social <br /> services to the citizens of all age groups, and <br /> WHEREAS, the parties thereto desire to make certain changes in said agreement. <br /> NOW, THEREFORE, it is agreed by and between the parties as follows: <br /> 1. Community Education Advisory Council: The membership of the Advisory <br /> Council shall consist of the following: <br /> one member shall be appointed by the governing body of each participating <br /> • municipal governmental unit who employs a full or half-time Community <br /> School Coordinator (which presently includes Anoka, Coon Rapids, Andover, <br /> Champlin, Blaine, Ramsey, Dayton, Total Number- 7) <br /> five appointed by Local Advisory Council <br /> four appointed at Large (one Anoka-Ramsey Community College, one Anoka <br /> Vocational Technical Institute; two appointed by the Council) <br /> one appointed by the School Board <br /> The Advisory Council shall perform an advisory function. Its major responsibility shall be <br /> to: <br /> a. Provide input into the decision making process. <br /> b. Recommend policy as it relates to Community Education. <br /> c. Give direction to the overall development of Community Education as it relates <br /> to District No. 11. <br /> The term of members and officers shall be for the calendar year. Members shall be <br /> -eligible for reappointment. The Advisory Council shall elect its own officers, in addition, <br /> shall adopt its own rules and procedures not inconsistent with the terms of the agreement. <br /> 2. Finance: Each year in concert with the budget process the Director of <br /> Community Education shall recommend a budget to the Community Education <br /> Advisory Council. This recommended budget shall be prepared in consultation <br /> with the appropriate administrative officials of each of the governmental units <br /> which are a party to this agreement. The budget shall set forth the proposed <br /> program of activities to be provided on a school districtwide basis, and within <br /> • each of the participating municipalities and shall be reviewed annually. <br />
