Resolution Accepting Bid and Authorizing Reviewed by Execution of Contract B. Change Order #1 Action Requested The City Council is asked to consider the following actions: 1. Adopt resolution accepting the bid and authorizing the execution of a contract with North Valley, Inc. for the construction of the 2015 Street Improvement project. 2. Direct staff to prepare Change Order# 1 adding the mill and overlay of 196 'Avenue between CSAH 1 and Lander Street to the project. Background/Discussion Bids were received on April 14, 2015, for the 2015 Street Improvement Project. Six bids were received ranging from $3,732,193.14 to $4,799,038.98. The bid tabulation is attached. The low bid was submitted by North Valley, Inc. Afforded by combination of both favorable pricing on the project and the flexibility of our pavement management funding, staff is asking to include an additional segment of street into this year's project. The addition would include the milling and overlaying of 196th Avenue between County Road 1 and Lander Street. This segment was identified through our pavement ratings to be overlaid in 2019 but because its condition rapidly deteriorated over the past winter it cannot wait that long. If directed to move forward with the addition, staff will prepare a formal change order and bring it back for final approval when all costs have been finalized. Financial Impact Through the preliminary report and plan development phase of this project, the cost estimate for construction was $4,746,000. The low bid came in about $1,000,000 or 20% less than our estimate. This savings allows us the flexibility to consider the addition to the project as described above. The estimated cost for the added work on 196th Avenue is around $100,000. We have yet to learn of the final costs from the BNSF for their required work as part of our construction project. To date,we have included estimated costs for their work in the project budget. Staff is very comfortable with the addition of 196t' Avenue and still remaining well below the total project budget of$6,429,724 as detailed in the Capital Improvement Plan.
