A majority of affected property owners are not interested. <br /> 2. Poor cost/benefit estimate. <br /> 3. The trail is identified as a low priority in the draft Parks and Recreation Master Plan. <br /> Recommend,by motion,the City Council consider the location and installation of"No Parking" signs <br /> around the intersection of the 221St Avenue and the Great Northern Trail. <br /> Background/Discussion <br /> At the March 11,2015 Parks and Recreation Commission meeting,the commission reviewed two items: <br /> 1. Options for a trail placement from the Great Northern Trail to the Ridges of Rice Lake <br /> development. <br /> 2. Parking along the intersection of the Great Northern Trail and 221st Avenue. <br /> The Commission discussed the various connections and wanted more information before they made a <br /> recommendation. They asked staff to contact the property owners that would be affected by the options <br /> to see if they would be willing to work the city on the project. Staff mailed five letters and,as of the <br /> drafting of this memo,three property owners indicated they were not interested. <br /> The Commission discussed options for parking near the trail on 221St Avenue and felt the issue could be <br /> resolved by signing 221St Avenue and utilizing a nearby public street for parking. <br /> It is expected that this will be on the agenda of an upcoming City Council Work Session. <br /> Financial Impact <br /> Cost estimates for the trial construction,including acquisition of 20 feet of right-of-way,ranged from <br /> $172,000 to$212,000. <br /> Attachments <br /> 17011E11E1 Ir <br /> NATURE <br />
