APPENDIX H <br /> RESOLUTION 79-21 <br /> RESOLUTION APPROVING THE FULL APPLICATION FOR <br /> U.S. HOUSING AND URBAN DEVELOPMENT FUNDS FOR THE <br /> REPAIR OF LAKE ORONO DAM AND AUTHORIZING <br /> SUBMISSION OF THE SAME <br /> WHEREAS, The Lake Orono Dam has been found by the Minnesota Department <br /> of Natural Resources and the United States Array Corps of <br /> Engineers to pose a threat to the health, safety and welfare <br /> of Elk River residents; and, <br /> WHEREAS, The Elk River City Council has deemed it in the best interest <br /> of the City of Elk River to repair the Lake Orono Dam rather <br /> than to remove the structure; and, <br /> WHEREAS, The City of Elk River lacks sufficient local resources to under- <br /> take repair of the Lake Orono Dam without state or federal assistance; <br /> and, <br /> WHEREAS, The City of Elk River has been invited for full application for <br /> HUD Imminent Threat Grant funds in the amount of $225,000 for <br /> the repair of the Lake Orono Dam; and, <br /> WHEREAS, The City Council has reviewed the full application for the HUD <br /> Imminent Threat Grant funds, including, but not limited to, the <br /> housing assistance plan, the citizen participation plan, the <br /> community and housing needs assessment and the cost summary. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River <br /> that the full application for HUD Imminent Threat Grant funds be <br /> approved and that the Mayor and City Administrator be designated <br /> to act on behalf of the City of Elk River in submitting the full <br /> application to the U.S. Department of Housing and Urban Development <br /> and for all future dealings with the U.S. Department of Housing <br /> and Urban Development with regards to the Imminent Threat Grant <br /> for the repair of the Lake Orono Dam. <br /> Adopted this 9th day of July, 1979, by the Elk River City Council. <br /> ( in Ma.sen, ayor <br /> ATTEST: <br /> • <br /> Robert C.
