• <br /> 411 <br /> a{ <br /> Cityo( TO: PARK AND RECREATION COMMISSION <br /> Elk • <br /> River FROM: PHIL HALS, PARK SUPERINTENDENT <br /> DATE: NOVEMBER 2, 1990 <br /> SUBJECT: PARK POLICIES <br /> As per discussion on Park Policies at the 9/24/90 Park and <br /> Recreation Commission meeting, staff provides the following <br /> recommendations : <br /> -Fees for shelter, key deposit, litter pick-up and table return <br /> should not exceed $50 and should be refundable. <br /> -Scheduling of shelters should be on a first come, first serve <br /> basis (with community groups and activities taking precedehce. <br /> • i.e. Chamber, Community Education) Reservations should be <br /> accepted starting January 1 (no exceptions) . <br /> -Person reserving shelter should be required to fill out <br /> reservation form one week prior to reservation date. Failure <br /> • to complete this form should result in forfeiture of <br /> reservation. <br /> It has been a long time policy to reserve shelters to Elk River <br /> residents only, due to the fact that there has been no fee <br /> involved and that Elk River residents Are paying the taxes . <br /> Also, shelters are full during summer months and we have other <br /> residents asking to be notified in case of cancellation. We <br /> have had people who reside in Big Lake Township or Otsego <br /> Township who have an Elk River address but are not part of the <br /> City who feel they should be able to reserve a shelter. In <br /> most of these cases we have been able to work around this <br /> because the person knew someone who lived within the City <br /> limits. <br /> It is difficult to know which group was involved when there is <br /> a litter problem or tables were not returned without someone <br /> being there to check shelters as groups leave. We feel there <br /> should be some discussion on this matter regarding how this <br /> situation could be handled as the cost involved should be <br /> defrayed by not refunding the reservation deposit to these <br /> groups . <br /> S <br /> 720 Dodge Ave. N.W.
