Box 490 <br />Elk River, MN 55330 <br /> <br />RE: WESTERN AREA PHASE IV IMPROVEMENTS <br /> <br />Dear Council Members: <br /> <br />Attached is a feasibility study for the Western Area Phase IV improvements. As you are <br />aware, this project was petitioned for by Stewart Wilson on behalf of Hoyt Partners, who <br />own a large parcel of land in the western area of Elk River. The proposed improvements <br />discussed in this feasibility study include: <br /> <br />· The extension of Business Center Drive over to Waco Street <br />· The realignment of Waco Street to create a new intersection with TH 10 which would <br /> ultimately be signalized <br />· The extension of lateral sanitary sewer from the front of the Sherburne County <br /> Government Center westerly toward Waco Street <br />· The extension of a 12-inch trunk watermain along Business Center Drive to Waco <br /> Street, crossing under TH 10, and an 8-inch lateral line along the north frontage road <br /> back to the Hartman property where it would complete the loop with the existing <br /> watermain. <br /> <br />In conjunction with the water construction along the north frontage road, the entire road <br />would be reconstructed to an urban design, 32 feet wide, with a detached bituminous <br />pathway. Other amenities include storm sewer on Business Center Drive, Waco Street, <br />and the north frontage road, street lighting on the Business Center Drive and Waco <br />Street portion of the project. Finally, the improvements would include closing the median <br />and access to TH 10 at the Sherburne County Government Center, and closing the <br />access at the old Waco Street alignment with TH 10. <br /> <br />Funding of this project is to be from a number of sources. These include Cooperative <br />Agreement funds from MnDOT, Municipal State Aid funds, trunk sanitary sewer and <br />water assessments, lateral assessments to the Hoyt Partners property, and street <br />assessments to those properties abutting the north frontage road.
