A <br /> c � <br /> ty of MEMORANDUM <br /> lk E <br /> River TO: PARK & RECREATION COMMISSION <br /> FROM: PHIL HALS, STREET/PARK SU ' <br /> DATE: SEPTEMBER 7, 1994 <br /> SUBJECT: LION'S PARK ATHLETIC FIELD <br /> PROPOSAL <br /> On September 6, 1994, I supplied Lion's Club member Harold Gramstad with <br /> a plan for the construction of three youth sized soccer fields in Lion's Park, <br /> along with a copy of the Park and Recreation Commission minutes from <br /> 8/18/94 which discussed this proposal. <br /> The Lions Club would like the City to construct one soccer field, one football <br /> field, and one softball field, but have them available strictly for family use <br /> and not allow any organized athletic use. <br /> • My original proposal to do the three soccer fields was twofold; to attempt to <br /> utilize the park space that we now maintain, and to create much needed <br /> playing fields. If we cannot build fields for organized athletics, such as youth <br /> soccer and/or youth football, I believe that the park will continue to be very <br /> underutilized. With that thought in mind, I would suggest that building the <br /> three fields recommended by the Lion's Club would be much money and labor <br /> with little usage, and that our money and time could be better spent on other <br /> projects. <br /> The City Council can make the final decision so please come prepared to <br /> discuss a recommendation for them to consider. <br /> • <br /> P.O.
