• <br /> TO: Elk River Park and Recreation Commission <br /> Elk River City Council <br /> FROM: James and Susan Hecker, 13196 Mississippi Road <br /> DATE: January 6 , 1993 <br /> SUBJECT: Proposed park trail along east boundary of Heritage <br /> Landing plat <br /> Our property is located south of County Road 30 adjoining the <br /> east boundary of the land Richard Kincanon is preparing to develop <br /> as Heritage Landing. We have two concerns about the proposed park <br /> trail for which a 20 foot wide easement is indicated on the east <br /> boundary of the plat. <br /> 1 . Privacy: Because our house is situated 20 feet east of the <br /> property line with bedrooms on the west end of the house we are <br /> very uncomfortable with having a public trail so close to the <br /> property line. We request that consideration be given to moving <br /> the park trail away from the property line and/or establishing <br /> some kind of privacy barrier such as a solid wood fence or thick <br /> hedge. <br /> 2 . Preservation of existing trees: There are trees growing on or <br /> along the property line from our place all the way south to the <br /> Mississippi River. There are Boxelders, Norway Pines, and others . <br /> We request that any park trail be created in such a way that these <br /> trees will not be disturbed or destroyed. It has taken many <br /> years for them to grow to their present size and the area would <br /> be rather barren without them. <br /> Thank you for your consideration of our concerns. <br /> (. 14114---- It' L46.1 9adle/t. <br />
