Ach, City Planner<� <br /> DATE: October 9, 1996 <br /> SUBJECT: Concept Plan for the Jacobs Parcel <br /> (northwest corner of Proctor Road and <br /> 193rd Avenue) <br /> Good Value Homes will be submitting a preliminary plat application at the <br /> end of October to develop the Jacobs' parcel which lies immediately southeast <br /> of the recently approved Lafayette Woods development. Prior to preparing a <br /> full preliminary plat, staff thought it would be worthwhile for the Park & <br /> Recreation Commission to take a cursory review of the subject property for <br /> park dedication requirements. <br /> In reviewing the subject property the Park & Rec Commission should recall <br /> • some previous recommendations that were made for the Lafayette Woods <br /> development. A 6 foot wide sidewalk that was approved as part of Lafayette <br /> Woods, as well as the concept of extending the sidewalk from Lafayette <br /> Woods along a future roadway through the Jacobs property connecting up <br /> with Highland Road. (See attached Exhibit A). At the time staff reviewed <br /> the Lafayette Woods development there was some discussion regarding the <br /> status of 193rd which is along the south portion of the Jacobs parcel. Staff <br /> presented the concept of converting 193rd Avenue into a trail corridor that <br /> could connect Proctor Avenue to the city's main trail along the old railroad <br /> bed. The Park & Rec Commission may want to discuss this a bit further and <br /> either endorse or abandon this concept. Furthermore, the attached drawing <br /> (Exhibit B) provided to staff from Good Value Homes shows the contours of <br /> the Jacobs property along with the identified wetlands. This exhibit <br /> illustrates a portion of the Jacobs property in the southeast corner which is <br /> isolated from the balance of the property by a wetland. The developer has <br /> expressed some interest in either providing a cul-de-sac to serve this area off <br /> of 193rd or would like to hear if the Park & Rec Commission would like some <br /> of this land for park purposes. <br /> Draft Master Park and Recreation Plan <br /> According to the draft Park and Recreation Master Plan, this development <br /> • falls within Park Service Area#9. It appears as though a majority of this <br /> service area's current park needs are met at Meadowvale School; however, it <br /> 13065 Orono Parkway • P.O.
