A( <br /> 'Pity of MEMORANDUM <br /> Elk/ <br /> River TO: Park and Recreation Commission <br /> FROM: Steven B.Ach, City Planner <br /> DATE: June 12, 1996 <br /> SUBJECT: Relocation of Dickenson Bus Garage <br /> Driveway onto the City Trail Corridor <br /> Dickenson Bus Garage, which is located south of County Road 1 and <br /> immediately east of the city trail corridor is in the process of redesigning <br /> their site to relocate an existing drainage pond to the rear of their property <br /> and expand their existing parking lot. Along with these improvements, the <br /> engineer working for Mr. Dickenson has requested that the City consider <br /> allowing Dickenson to relocate the driveway into their bus facility to line up <br /> with the existing road north of County Road 1 that will provide access to the <br /> Lafayette Woods development. In order to accomplish this new driveway into <br /> the Dickenson bus garage, there would have to be some encroachment into <br /> • the trail corridor. This encroachment is approximately 10 feet of pavement <br /> with an additional 10 to 20 feet of grading. The engineers have also <br /> indicated that to buffer the driveway from the trail corridor, trees would be <br /> planted along the driveway as requested by the City. <br /> Staff is still in the process of researching whether the City can grant Mr. <br /> Dickenson the easement to establish the driveway over the property of the <br /> trail corridor which is owned by the City. If this can be accomplished, it <br /> would provide for an ideal situation of having driveways align with opposing <br /> streets to create a typical four-legged intersection. Based on the plan that <br /> has been submitted by the engineers, it does not appear as though the <br /> encroachment of driveway into the trail corridor would disrupt the integrity <br /> of a future trail. <br /> Action Requested <br /> The Park Commission is asked to review the request by Dickenson Bus <br /> Company as to whether a driveway could encroach into the park corridor. <br /> • <br /> s:\council\park&rec\dickenso.doc <br /> 13065 Orono Parkway • P.O.
