ITEM #13 <br /> ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY <br /> MEMORANDUM <br /> TO: PAT KLAERS, CITY ADMINISTRATOR <br /> FROM WILLIAM RUBIN, ED COORDINATO 11 <br /> DATE: JUNE 13, 1994 <br /> SUBJECT: 1993 PARKING LOT IMPROVEMENTS <br /> The following items are in need of attention in order to bring the former railroad property <br /> site at Jackson Avenue and U.S. Highway 10 to completion: <br /> -Landscaping from curb line to property line; whatever landscaping is undertaken <br /> here should be consistent with a "theme" that begins at the Chamber/commuter's <br /> lot and continues westward along the Highway 10 corridor; <br /> • <br /> -Installation of two signs which designates an <br /> gn gn area of this lot for contract or <br /> commuter's parking; <br /> -Notification to potential long-term users that this site is available for commuters-- <br /> subject to the procurement of a parking sticker. <br /> The following item is in need of attention in order to bring the Jackson Square parking <br /> improvements to completion: <br /> -Removal of the community theater sign; this could be replaced with one of the <br /> following: • <br /> a. small monument sign with a "Welcome to Downtown Elk River", or <br /> b. installation of another maple tree. <br /> As you will recall, the City Council asked that the merits of an electronic reader board for <br /> this site be evaluated. Sandy Thackeray and I understand that this could cost between <br /> $10,000 and $15,000. We intend to discuss this item at an upcoming staff meeting in <br /> order to obtain a recommendation on the existing sign being replaced by a welcome sign <br /> or a maple tree. <br /> P.O.
