N <br /> ( X ITEM 7. <br /> MEMORANDUM <br /> y of <br /> t it ..11 i <br /> Rver TO: PARK& RECREATION COMMISSION <br /> FROM: PHIL HALS, STREET/PARK SUPT. <br /> DATE: FEBRUARY 8, 1995 <br /> SUBJECT: USE OF LION'S PARK <br /> On Monday, January 30, 1995, the City Council, Lion's Club members,representatives <br /> of Three Rivers Soccer Association(TRSA), Park and Recreation Chair Dave Anderson, <br /> and City staff discussed the possibility of creating youth soccer fields in Lion's Park. <br /> Tom Wingard from TRSA spoke of the need for more fields due to the increasing number <br /> of children involved in their program. <br /> Dave Anderson spoke of the fields being built as a temporary solution, and after a <br /> permanent site is established elsewhere,the area of Lion's Park could revert back to the <br /> Lion's for their use and development. <br /> III I explained that construction is much easier if it can be done on frozen ground, and much <br /> cheaper now because the City has free dirt available. I also stated that the park is grossly <br /> underutilized. <br /> Several of the Lion's Club members explained that their dream and long time intention <br /> has been for a family oriented park without any organized athletics <br /> The City Council indicated that they would like to revisit the issue at the February 27, <br /> 1995, City Council meeting, and requested that representatives of the Lion's Club meet <br /> with the Park and Recreation Commission on February 8 in an effort to bring forward a <br /> unified recommendation. <br /> The Park and Recreation Commissioners should come prepared to discuss this issue with <br /> the Lion's Club as well as other options that may alleviate the problem. <br /> • <br /> 13065 Orono Parkway • P.O.
