Based on some of the comments made on the <br /> original concept plan the developers have revised their plat accordingly to <br /> include a two acre park centrally located in the plat. It should be noted a <br /> portion of this park land is also used for a storm water ponding area. <br /> Therefore, the net usable area may be slightly less than two acres. Staff <br /> would recommend the park dedication credit only be given to that area which <br /> is usable within the park area and no credit be given to the area dedicated for <br /> ponding purposes. <br /> As mentioned last month, the preliminary plat extends into the Elk River <br /> which includes a portion of the islands within the Elk River. The preliminary <br /> plat has identified this as an outlot. Staff is uncertain at this point whether <br /> the developers are planning on dedicating the outlot to the city or retaining it <br /> for future purposes. <br /> Recommendation <br /> It is recommended the Park and Recreation Commission consider the <br /> preliminary plat and determine the appropriate park dedication <br /> requirements for the proposed plat of Riverplace. <br /> • \\elkriver\sys\shrdoc\council\park&rec\p97-15.doc <br /> 13065 Orono Parkway • P.O.
