(r ITEM 6.2.
ty of MEMORANDUM
lk
River TO: Park & Recreation Commission
FROM: Steve Ach, City Planner.
DATE: March 12, 1997
SUBJECT: Review Concept Plan of 300 Acre
Residential Planned Unit
Development (Waddy Schulze
Property)
Issue
Review concept plan and determine park needs for this area.
Attachments
• Area map
• • Zoning/land use
• Vegetation and slope analysis
• Wetland and soil analysis
• Concept development diagram
• Preliminary development plan
Overview
Over the past six months the City Engineer and I have been meeting with
developers of a 300 acre parcel which lies generally north of County Road No.
12 in the eastern part of Elk River (see attached map). The developers have
also made a brief presentation to the Planning Commission and City Council
to explain in concept their ideas on developing this large tract of land. I have
recommended to the developers that this same presentation be made to the
Park & Recreation Commission in order to obtain some direction on the park
and recreation needs. Therefore, Wednesday night the developer, along with
representatives from Westwood Engineering, will be in attendance to make a
brief presentation and discuss issues they have analyzed in preparing a
concept plan for the subject 300 acres.
Although this is just conceptual level, it is important for the Park &
• Recreation Commission to begin formulating some direction for the park
13065 Orono Parkway • P.O.
