<br />Request for Action <br /> <br /> <br />To Item Number <br /> <br />Mayor and City Council 4.3 <br />Agenda Section Meeting Date Prepared by <br /> <br />Consent March 2, 2015Suzanne Fischer, CODD Director <br />Item Description Reviewed by <br />Revisions to Ordinance 78-187, Determination of Tim Simon, Finance Director <br />Billable Flow, Loading and User Charge Matt Stevens, Chief WW Operator <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br /> <br />Adopt by motion, revisions to Ordinance 78-187 to include deduct meters. <br /> <br />Background/Discussion <br /> <br />At the February 17, 2015, work session, staff noted that businesses using a portion of their water for <br />recirculation or irrigation purposes should not be charged the full ‘metered in’ amount. <br /> <br />Installing a deduct meter would result in a more equitable billing method as the water utilized by the <br />business would be subtracted from the metered in water and reflect the actual amount entering the sanitary <br />sewer system. Revising the ordinance would allow businesses, on a case-by-case basis, to purchase and <br />install a deduct meter at their discretion and with city approval. <br /> <br />This action puts into policy what the city has already allowed in practice for many years. The revision allows <br />staff to analyze unique circumstances for wastewater customers and allow for their rate to be calculated <br />differently when non-irrigation water usage is not entirely processed by the treatment plant. <br /> <br />Staff recommends revising Ordinance 78-187 per the attachment. <br /> <br />Financial Impact <br /> <br />None <br /> <br />Attachments <br /> <br /> <br /> <br />Ordinance 78-187 <br /> <br />
