,-(./ N <br /> \i - <br /> ityofic/ <br /> River Item# 7d <br /> MEMORANDUM <br /> TO: Park and Recreation Commission <br /> FROM: Stephen Wensman, Planner <br /> DATE: November 18, 1998 <br /> SUBJECT: Park Dedication Fees <br /> Request <br /> That the Park and Recreation Commission review park dedication fees and <br /> the current subdivision park dedication ordinance, section 1008.18. <br /> Overview <br /> III <br /> Since, the October 14, 1998 Park and Recreation Commission meeting, staff <br /> has further researched park dedication fees in other cities. Previously, staff <br /> surveyed 19 cities and found a variety of approaches to park dedication fees <br /> with some greater than and some lesser than Elk River. Overall, the results <br /> are difficult to interpret due to the great difference in the cities surveyed. <br /> The cities surveyed have varying amounts of developable land and varying <br /> needs for parks and park improvements. The additional research of cities <br /> discovered that: <br /> • The City of Becker has a case-by-case method based on 10% of the land or <br /> 10% present market value based on purchase agreements for the land. <br /> The reason it is negotiated is that Becker has no Master Park Plan in <br /> place yet. <br /> • Most cities called change their park dedication fees by resolution and <br /> change them yearly by resolution or whenever it is deemed necessary. <br /> • Most of the cities require land or cash dedication, the table presented on <br /> October 14th was incomplete. <br /> • The City of Ramsey implemented the trail fee partially so it would not <br /> have to increase the per lot fee.
