If the <br />Planning Commission recommends approval, staff recommends the following condition: <br />1. Park Dedication shall be paid for one dwelling unit at the rate applicable when the CUP is <br />recorded. Current rate for residential is $3,712 per dwelling unit. <br />Background /Discussion <br />Case No. CU 15 -04 <br />Duffy Development is proposing to add one additional unit to the approved Coachman Ridge plan. The <br />site plan approved by the City Council on April 21, 2014, permitted construction of a 52 -unit building, <br />and the applicant proposes to increase the number of units by one, for a total of 53 units. The proposed <br />number of units is below the 60 units allowed per the amendment to the Elk River Station PUD <br />agreement approved on May 21, 2012. <br />The applicant is requesting the additional unit for use as a managers unit. The manager would provide on- <br />site services for the Coachman Ridge building and the Depot building located across Twin Lakes Road. <br />Additionally, the financing utilized by the applicant states that the unit may not be rented out to the <br />general public. <br />Analysis <br />The proposal changes a storage room to a one - bedroom apartment. The changes are contained within the <br />footprint of the existing room and no exterior modifications are required. Staffs primary concern is <br />regarding impacts to the parking lot as the change requires 2.34 additional parking spaces, one of which <br />must be provided in the underground garage. The submitted plans show the parking requirements are <br />satisfied, both above and below ground. <br />Applicable Regulations <br />The Elk River Station PUD agreement outlines the required site plan approval process. <br />(0 1) Site Plan Approval — <br />(a) Site plan approval shall be required prior to issuance of a building permit for any lot within the Project, both <br />for initial construction and for any subsequent expansion, exterior remodeling of a structure, redevelopment of a site, or <br />substantial revision of an approved site plan. <br />P 0 W E D E D D C <br />i�ATURE <br />
