RESOLUTION <br /> • Whereas: Mountain Biking is a legitimate life sport that contributes to the health and <br /> well-being of the participants, and <br /> Whereas: Mountain Biking contributes to the quality of life of citizens and <br /> Whereas: Mountain Bikers are interested in obtaining access to more trails, and <br /> Whereas: The Park and Rec Trail system in Elk River is being developed to provide <br /> access to more recreational activities for it's citizens, and <br /> Whereas: The Park and Rec Trail system is owned by the taxpayers and <br /> Whereas: There is recognition by Mountain Bikers that the Park and Rec Trail <br /> system needs usage, maintanence and upkeep that is not harmful to the <br /> environment, and <br /> Whereas: A core group of commited citizens are considering the formation of a <br /> Mountain Biker Club, and <br /> Whereas: Many Mountain Bikers are taxpaying citizens interested in maintaining their <br /> quality of life by participating in the sport; <br /> Therefore be it resolved that: <br /> Mountain Bikers have open access to Publically owned Park and Trail <br /> Systems and Mountain Bikers actively work as partners within the <br /> community to ensure that the Park and Rec Trail system is used responsibly <br /> • by Mountain Bikers. <br /> I am in support of the Mountain Biker's resolution for open access to Elk River <br /> Park and Rec Trails. <br /> • <br />
