City of <br /> Elk ,� Work Session Meeting of the Elk River <br /> River Parks and Recreation Commission <br /> Held at the Elk River City Hall <br /> Wednesday, December 3, 2014 <br /> Members Present: Chair Anderson, Commission members Ahlness,Kallemeyn, <br /> Niziolek,Nystrom, and Sagan <br /> Members Absent: Commissioner member Holmgren <br /> Staff Present: Parks and Recreation Director,Michael Hecker,Recreation Manager, <br /> Steve Benoit,Park Planner Chris Leeseberg,and Parks Maintenance <br /> Supervisor,Rodney Schreifels <br /> 1. Call Meeting to Order <br /> Pursuant to due call and notice thereof, the work session meeting of the Elk River <br /> Parks and Recreation Commission was called to order at 6:32 p.m. by Chair <br /> Anderson. <br /> 2. Elk River Parks and Recreation Master Plan <br /> Consultant Lil Lathem and Kevin of Hoisington Koegler Group Inc. (HKGi) shared <br /> and led discussion of the Parks and Recreation Master Plan. <br /> Elk River resident Justin Femrite stated the plan seemed to missing swimming <br /> options despite the public feedback in the surveys. Mr. Femrite also asked the <br /> commission to consider expanding the Dave Anderson Athletic Complex instead of <br /> the Youth Athletic Complex, and list the costs associated with artificial turf in the <br /> document. <br /> Ms. Lathem shared the need and value of the Parks and Recreation Master Plan and <br /> how it guides the city's investments into the future. <br /> Commissioner Anderson expressed that the Parks and Recreation Master Plan <br /> should have an inventory of parks,location, and activity available in each park along <br /> with the plan for trail development. <br /> Mr. Hecker explained that the Parks and Recreation Master Plan deals with new <br /> facilities and program requests. <br /> Commissioners were led through a big picture discussion of the Parks and <br /> Recreation Master Plan which covered the following initiatives,improve existing <br /> parks and facilities,maintain park assets at a high level, strengthen trail connections, <br /> connect to the rivers,provide engaging recreational programming for the entire <br /> community,and preserve natural resources and greenways. <br />
