City of <br /> Elk - Request for Action <br /> River O. <br /> To Item Number <br /> Housing and Redevelopment Authority 7.4 <br /> Agenda Section Meeting Date Prepared by <br /> General Business January 5, 2015 Jeremy Barnhart,Deputy Director, CODD <br /> Item Description Reviewed by <br /> Discussion of Bylaws and any Suggested <br /> Amendments Reviewed by <br /> Action Requested <br /> Direct staff to prepare any necessary amendments to be considered at the Annual Meeting, scheduled for <br /> February 2 <br /> Background/Discussion <br /> The HRA Bylaws require that the Housing and Redevelopment Authority review and discuss any <br /> modifications or amendments to the HRA Bylaws. The HRA approved the last amendment August 5, <br /> 2013, adding clarification to contracts. The HRA Bylaws are attached. <br /> This year,the annual meeting was moved to February to allow the new Council member to be seated to <br /> vote on the annual meeting items. In previous years,the Council representative was Paul Motin. The <br /> 2014 annual meeting was held in February. <br /> The HRA may consider changing the Bylaw prescribed annual meeting date to the first Monday in <br /> February. This will allow the Council to appoint one of its members to serve on the HRA at their first <br /> meeting in January,and also provide some separation between this important meeting and the holiday <br /> season. <br /> It is also suggested that the requirement (in 2.5 and 2.6) that states that a public hearing notice be <br /> published if a quorum of the City Council is in attendance be repealed. While a quorum of the Council <br /> may be present from time to time,it is not necessarily for a public hearing.
