Call Meeting to Order <br /> Pursuant to due call and notice thereof,the work session meeting of the Elk River <br /> Parks and Recreation Commission was called to order at 8:04 p.m. by Chair <br /> Anderson. <br /> 2. Capital Improvement Plan work session <br /> Consultant Lil Lathem of Hoisington Koegler Group Inc. (HKGi) shared and led <br /> discussion of Chapter 5 of the Parks and Recreation Master Plan. <br /> Commissioners were led through a draft copy of Chapter 5: How We Get There which <br /> includes the following initiatives,improve existing parks and facilities,maintain park <br /> assets at a high level, strengthen trail connections,connect to the rivers,provide <br /> engaging recreational programming for the entire community, and preserve natural <br /> resources and greenways. <br /> 3.
