West, Fire Chief <br /> <br />April 12, 2004 <br /> <br />Authorization of Bids for a 1250 GPM Fire Department Pumper <br /> <br />On behalf of the Elk River Fire Department and its Truck Committee, I am requesting Council <br />approval and authorization to advertise for bids for a f~refighting pumper apparatus. The new <br />purchase will be a Class A pumper of which will include a 1250 gpm pump, equipment, ladders, <br />hydraulic generator, and many other National Fire Protection Association (NFPA) required <br />firefighting items. The new pumper is scheduled for early 2005 delivery and is part of our 20-year <br />capital improvement plan as a replacement of Engine 2 a 1980 Ford L9000. <br /> <br />The Elk River Fire Department Truck Committee has spent numerous hours gathering information <br />for a set of specifications for the Fire Department pumper apparatus. I would like to thank the Elk <br />River Fire Department Truck Committee for their hard work in putting together a set of <br />specifications for this pumper truck. <br /> <br />Upon authorization of bids by the Mayor and City Council on April 12, 2004, the following <br />timetable will occur: On May 21, 2004 at 10 a.m. - Bids will be opened at the Elk River City Hall. <br />After bid opening, the Fire Department Truck Committee shall review any and all bids for their <br />compliance with the published set of specifications. The City Council reserves the right to reject any <br />or all bids or any alternates or to hold bids for 45 days; or accept any bid which, in the opinion of <br />the City Council, serves the best interest of the city; and to waive any minor irregularities. It is <br />anticipated that upon acceptance and compliance of a submitted bid by the Elk River Fire <br />Department Truck Committee, I will return to the City Council in June 2004 for final approval and <br />awarding of the bid for a new Fire Department pumper. <br /> <br />Although final financing for this purchase does not need to be approved at this time, I have met <br />with both City Administrator Pat Klaers and Finance Director Lori Johnson to discuss various <br />options. As part of the notice of advertisement for bids, financing options shall be included by each <br />bidder as part of the bid document. The bidder shall include, but not limited to: interest rates, <br />financing periods, lease purchase plans, down payment options, pre-payment options, etc. The City <br />of Elk River shall consider all finance options when evaluating the lowest bid. <br /> <br /> <br />
