MEETING OF THE ELK RIVER
HERITAGE PRESERVATION COMMISSION
HELD AT THE ELK RIVER CITY HALL
THURSDAY,APRIL 11,2002
Members Present: Cliff Lundberg, Jim Nord, Kurt Kragness, Cindy Olson and Pat
Dwyer
Members Absent: Jeff Gongoll and Bud Houlton
Staff Present: Stephen Rohlf
1. Consider 2/25/02 Minutes
COMMISSIONER LUNDBERG MOVED TO APPROVE THE 2/25/02
MINUTES AS SUBMITTED. COMMISSION GONGOLL SECONDED
THE MOTION. THE MOTION CARRIED 5-0.
4. Consider Items on Planning Commission 4/23/02 Agenda
The Commission reviewed the items on the 4/23/02 Planning Commission agenda
and felt there were no conflicts or issues regarding the preservation of the city's
heritage with one potential exception.
The Alford request triggered a review of the water tower located at Jackson
Avenue and 4t Street by the Elk River Municipal Utility Commission, who is
considering tearing it down. This water tower was built in 1920 and is the first
generation of city water infrastructure that marks a key point in the development
of Elk River and fire protection. The HPC felt it was significant enough to be
made part of a local historic district.
The HPC appointed Pat Dwyer to talk to the Utility Commission regarding time
to see if there is interest in saving this structure. The HPC is sensitive to
economic issues the Utility Commission would have, if the tower is saved, and
that private funding will be needed to maintain it.
