r-Q <br /> Item #: 9.C.5. <br /> ity of <br /> Jlk <br /> River MEMORANDUM <br /> TO: Park and Recreation Commission <br /> FROM: Michele McPherso +► 'irector of Planning <br /> DATE: December 1, 1999 <br /> SUBJECT: Winter Rules/Use Policy —Woodland Trails <br /> Park <br /> Request <br /> Commissioner Dave Anderson submitted the attached information regarding winter <br /> rules and out of town ski team use policy for Woodland Trails Park. <br /> Analysis <br /> Staff has the following comments regarding the proposed rules and policy: <br /> 1. "Motorized vehicles" should be defined to clearly indicate that snowmobiles, <br /> ATV's, and passenger vehicles are prohibited on trails and in the park. This <br /> should be a policy for all seasons and expressly stated for community events. <br /> It was rumored that the MN Biathlon had vans on the newly paved railroad <br /> trail during their October events. <br /> 2. Reservations should be made with Community Recreation as they have new <br /> scheduling software for this purpose. <br /> 3. Reservations should be made one week in advance (No less than 5 business <br /> days). <br /> 4. One day per month per team may be too restrictive at this time until demand <br /> can be determined. <br /> 5. It may be appropriate to charge some type of fee for use of the trails to help <br /> offset some of the reservation and maintenance costs. <br /> Recommendation <br /> Staff recommends that the Commission review the attached information and the above <br /> staff observations, make changes, and adopt the winter rules and use policy for <br /> Woodland Trails Park. <br /> 13065 Orono Parkway • P.O.
