\74 - <br /> Sity of <br /> Elk • <br /> River Item# 9.C.2- <br /> MEMORANDUM <br /> TO: Park and Recreation Commissio <br /> FROM: Stephen Wensman, Planner lj <br /> DATE: November 10, 1999 <br /> SUBJECT: Lions Park Tot Lot <br /> Overview <br /> The Lions Club of Elk River have provided the City with a donation of <br /> $16,000 to be used for the following improvements to Lions Park: <br /> • Ballfield with backstop <br /> • • Bandshell improvements and plantings <br /> • Totlot structures and benches <br /> • Evergreen screening for berm near Elk River Machine <br /> The Planning Department has provided a site plan for the Tot Lot that <br /> consists of the six spring-wound ToughRiders from Landscape Structures, <br /> Inc. in a sand lot with a 6 foot concrete sidewalk surrounding it and two <br /> benches. The Tot Lot is sized large enough to incorporate a future additional <br /> play structure represented by a rectangle in the lot. The Tot Lot is on a <br /> raised berm to be constructed with a radius that matches the radius created <br /> by the band shell benches and with the same elevation. Proposed for the <br /> berm are eight crabapples that will provide a backdrop for the band shell <br /> area, reinforce the shape created by the bandshell benches and provide better <br /> soil stability for the play structures. <br /> Play Structures <br /> The Lions Club have proposed six similar ToughRider structures. Staff <br /> questions whether the dollars might be better spent on a variety of structure <br /> styles providing a wider variety of play experience.
