They have requested a <br /> conditional use permit to allow the construction of a 14' x 20' warming house near the <br /> trail that provides access to the range. <br /> Attachments <br /> • Location Map <br /> • Site Plan <br /> • Building Elevations <br /> Issues <br /> The following issues are of concern to the City: <br /> • The range is within the 500' buffer zone for discharge of firearms; and <br /> • The structure should be constructed so as to be invisible to the users of the <br /> railroad trail. <br /> The ordinance will need to be amended to exempt the range from the 500' requirement. <br /> Staff believes that the current design of the structure is sensitive to its surroundings and <br /> will be located such that it will have little or no impact on the railroad trail. Staff will <br /> provide photos of the site at the meeting to illustrate this point. <br /> Recommendation <br /> Staff recommends that the Park and Recreation Commission support the Biathlon's <br /> request to construct a warming house. <br /> • <br /> 13065 Orono Parkway • P.O.
