-r ITEM # 9.B.2.
MEMORANDUM
.ityof
lk TO: Park and Recreation Commission
River
FROM: Michele McPherso irector of Planning
DATE: August 4, 1999
SUBJECT: Park Event Cautionary Signage
Request
At the July 14, 1999 meeting, Commission Anderson suggested that the City prepare
cautionary signs to be placed on the railroad trail during events at Woodland Trails
Park. The signs would warn trail users of unusual park use and prevent accidents
caused by surprise, collisions, etc.
Analysis
Phil Hals has agreed to construct the signs for use by park users, including City-
sponsored events. The City, should however, adopt a policy regarding use of the signs
and a possible deposit to ensure that the signs are promptly returned once the event is
concluded. Primary use of the signs would be for Woodland Trails Park events, but
their use could expand to other parks as needed.
Recommendation
Staff recommends that the Park and Recreation Commission endorse the following
policy:
"Large event users of Woodland Trails Park shall post cautionary
signs on the railroad trail during events. The signs may be obtained
at the Public Works office during regular business hours after
providing the City with a $50 deposit. The deposit will be released
once the signs have been returned to the Public Works office. Users
will have five business days to return the signs."
41P
13065 Orono Parkway • P.O. Box 490 • Elk River, MN 55330 • TDD &Phone: (612)441-7420 • Fax: (612)441-7425
