Call Meeting to Order <br /> Pursuant to due call and notice thereof, the special work session of the Elk River <br /> Housing and Redevelopment Authority was called to order at 5:00 p.m. by Chair <br /> Wilson. <br /> 2. Consider 07/07/2014 Agenda <br /> Moved by Commissioner Motin and seconded by Commissioner Toth to <br /> approve the July 7,2014 agenda. Motion carried 5-0. <br /> 3. Discuss 2015 HRA Budget Goals & Preliminary Budget <br /> Mr. Beeman stated that the purpose of this meeting is to discuss the budget and <br /> action will be taken at the August 4, 2014 HRA meeting. He noted that proposed <br /> expenditures for 2015 are $319,450. Mr. Beeman presented three options for the <br /> 2015 levy including using the 2014 rate of.01440%;using a balanced rate of 01651%; <br /> or the maximum rate allowed which is .01850%. <br /> Mr. Beeman then reviewed the performance measures and goals for 2015 and <br /> elements of the 2013-2016 EDA/HRA Strategic Plan. <br /> Discussion followed regarding the following topics;housing study, first time <br /> homebuyer program, downtown north of Highway 10, and downtown plan <br /> implementation. <br /> Mr. Beeman then reviewed the 2015 HRA budget worksheet detail. <br /> Discussion followed regarding the options provided by staff for setting the 2015. <br />
