\44 Item 9.a. <br /> Memorandum <br /> ityof � <br /> Ak • TO: PARK AND RECREATION <br /> River COMMISSION <br /> FROM: STEPHEN ROHLF <br /> DATE: MAY 12, 1999 j <br /> SUBJECT: CONSIDER ACQUISITION OF PARK <br /> LAND ADJACENT TO THE <br /> MISSISSIPPI RIVER IN <br /> SECTIONS 10 & 11,T32N, R26W <br /> Staff has been directed by the Elk River City Council to have the Elk River Park and <br /> Recreation Commission consider the acquisition of two parcels of land adjacent to the <br /> Mississippi River for park and trail purposes. The property identification numbers of the <br /> two parcels are 75-010-4100 and 75-011-2300. The two parcels combined are 8 acres in <br /> size. <br /> A map and aerial photo of the parcels are attached to this memo. The area outlined on the <br /> photo has had the trees removed recently, but staff still feels this naturally significant and <br /> sensitive property will still meet numerous park needs identified in the City of Elk <br /> River's Master Park Plan. <br /> Staff's rationale for recommending acquisition of these parcels are based on the <br /> following references to the city's Master Park Plan: <br /> • Goal 1 -page 5 -maintain open space <br /> • Goal 2 -page 6 -maintain a trail system(link in proposed river walk) and provide <br /> active and passive recreational opportunities <br /> • Goal 3 -page 6 - Develop,preserve, and protect environmental resources such as <br /> shoreline and to restrict alteration of natural contours and soils and restrict removal of <br /> natural vegetation <br /> • Goal 4-page 6 - Reserve through purchase, easement, or dedication public access to <br /> waterways <br /> • Area Wide Park-page 88 -the parcels in question fit the purpose of an Area Wide <br /> Park,which is an area of natural or ornamental quality for nature oriented outdoor <br /> recreation such as picnicking, boating, fishing, swimming, camping, and trail use <br /> • Park Service Area 28 -page 106 -the Park Service Area these parcels are located in <br /> (PSA 28) calls for a trail along the river with significant associated green space <br /> • Proposed Park Plan-page 110 - calls for an Area Wide Park in the southeast portion <br /> of the city along the Mississippi River <br /> 13065 Orono Parkway • P.O.
