We now have approximately one mile to add to <br /> the city M'.A system and it is appropriate to add this mileage in order for the <br /> city to rec:ive the maximum amount of annual MSA construction and <br /> maintena ce funds. These funds are allocated out based on the amount of <br /> designate• MSA miles within the community, and the amount of MSA mileage <br /> within a community is based on the amount of total roadway miles within the <br /> city. Acco dingly, as new developments come on board, the city has more MSA <br /> • mileage a ailable. <br /> The additional MSA street recommended to the City Council is consistent with <br /> the transp•rtation plan. The routes are somewhat flexible until you have <br /> spent MS A money on an MSA street. Once this happens the designation <br /> cannot be emoved. Certain standards have to be met for MSA designations <br /> such as be:inning or ending at state highways, existing MSA connection <br /> points, or i ounty roads. The recommended route on 165th Avenue meets the <br /> MSA crite,ia. <br /> Attached for your information is the MSA map for the city, a memo from our <br /> city engin:er consultants, and two resolutions for City Council consideration. <br /> One resol tion removes some mileage from the MSA system and the other <br /> resolution designates additional mileage to the MSA system. <br /> • <br /> 13065 Orono Parkway P.O.
