City of <br /> Elk Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 8.1 <br /> Agenda Section Meeting Date Prepared by <br /> General Business August 4, 2014 Tim Simon, Finance Director <br /> Item Description Reviewed by <br /> Library Facility Grounds Improvements Michael Hecker, Parks and Recreation Director <br /> Reviewed by <br /> Cal Portner, City Administrator <br /> Action Requested <br /> Approve,by motion, a quote from Great Northern Landscape,Inc., for Library facility grounds <br /> improvements. <br /> Background/Discussion <br /> Over the past several months the Library Board,the Parks Maintenance Supervisor and the Parks and <br /> Recreation Director have studied the grounds at the Library to identify ways to beautify the grounds and <br /> add new irrigation zones. <br /> The Library Board is updating a 5-year plan to be included in the city's Capital Improvement Plan (CIP). <br /> The Council will review the 5-year plan later this year during the CIP discussions. <br /> Library Board chair will be available at the meeting if the Council has any questions. <br /> On July 22, 2014, the Library Board voted to recommend to the City Council that the following <br /> beautification/maintenance projects be completed in 2014 in the amount of$28,635: <br /> 1) Parking lot island - $14,705 <br /> 2) Front rain garden- $880 <br /> 3) Back corner of building- $670 <br /> 4) Book drop off loop - $225 <br /> 5) Irrigation system- $12,155 <br /> Financial Impact <br /> The Library is a Special Revenue Fund and has sufficient funds available to complete the projects in 2014. <br /> In addition, staff has designated future funds for the roof and heating pump replacements with prior <br /> unspent bond proceeds which are the major expenditures in the next 10 years. <br /> Attachments <br /> ■ Library Board Capital Improvement Action Plan 2014 <br /> P a w E A E U s r <br /> NaA f RE] <br />
