Presently, <br /> cluster subdivisions are subject to the same park dedication requirements as <br /> • conventional subdivisions, based on 10% land or a fee per dwelling unit. In <br /> an effort to create incentives for developers and remove disincentives, an <br /> idea regarding park dedication has surfaced. The idea is to have park <br /> dedication requirements be based on the "yield plan;" the number of lots that <br /> would be created under conventional development in the Rla or Al district. <br /> By requiring dedication based on the increased density, a disincentive is in <br /> effect created. Some cluster ordinances, such as Sherburne County's, have <br /> exempted cluster subdivisions from park dedication requirements altogether <br /> in exchange for open space preservation. <br /> Request <br /> That the Park and Recreation Commission make a recommendation to base <br /> park dedication requirements on either the "yield plan" or the actual number <br /> of lots created with density bonus. <br /> • <br /> 13065 Orono Parkway • P.O.
