ITEM 16.d. <br /> Wednesday January 27, 1999 <br /> • 7:00 p.m. <br /> East Side of Elk River Planning Meeting <br /> Two main topics were discussed as follows: <br /> A. Park Issues: <br /> 1. Acquiring a 10-20 acre park on the East side. Location? <br /> Possible sites discussed: Brandt property and Morrell Property. Also, a possible <br /> partnership with the school district when a future school is built on the East side. <br /> Action Plan: We need to decide as a commission if this is a desired change <br /> in the Master Park Plan and then get staff to put this change into acceptable <br /> language to make a recommendation to the Council. <br /> 2. Hillside 8th and 9th. <br /> We would like to maintain our trail corridor and have a 5 acre park in the <br /> Northwest corner of Hillside 8th. <br /> *If the developer of Hillside 8th and 9th does develop the Brandt property, this <br /> could affect our plans for Hillside 8th and 9th. (This assuming both sides can <br /> come to a satisfactory agreement.) <br /> Action Plan: Maintain our position as our motion stands. <br /> 3. Park dedication fee <br /> Currently at 10% of land or $650 per acre(or a combination of the two). <br /> • 10% is fair, a higher dollar amount per acre is being explored. <br /> Action Plan: 1) Decide big jump or phased increases, and 2)make an <br /> effort to meet and discuss our rational with each Council members, <br /> including the Mayor,before the formal Council meeting. <br /> B. Trail Issues: <br /> 1. Pedestrian Bridge (To be constructed in 1999) <br /> How will we tie this in to the existing trial system on the East side? <br /> We would like a sidewalk or trial going North along Dodge Avenue to 193rd and <br /> South along Dodge Avenue to Tyler Street. <br /> Action Plan: We should change the Master Park Plan to make a specific <br /> East connection plan to the new bridge. <br /> 2. "New" Tyler Street <br /> The plan is to have a trail on the East side and a sidewalk on the West side. <br /> Action Plan: We should change the Master Park Plan to reflect these <br /> changes. <br /> 3. Hillside Park <br /> We examined the trail system in front of the Trott Brooks Farm development and <br /> want it to continue along County Road 12 East to Fillmore Street and West to <br /> Hwy 169. <br /> Action Plan: We should change the Master Park Plan to reflect these <br /> changes. <br />
