r- f `.
\ i
Item # 9.C.4.
1ity of . ,
lk River MEMORANDUM
TO: Park and Recreatio Commission
FROM: Michele McPherso , Director of Planning
DATE: October 11, 2000
SUBJECT: Park Use Fees and Deposits
At previous meetings, the Park and Recreation Commission has discussed the
use of parks, specifically, Woodland Trails, and whether or not it would be
appropriate to require usage fees and/or deposits to assist in maintenance and
ensuring that the facility is not adversely impacted by the use. Staff would
present the following for consideration:
For large groups, those numbering 15 or more, a park use fee of$25 per
• event would be required as well as a refundable $100 deposit which would
be returned, once the event is over and if it has been determined that the
facility has been properly maintained by the group.
The following standards would be considered in whether or not the deposit
should be returned:
1. Complete removal of all signs utilized by the group, whether provided by
the City or the organization.
2. Cleanup of all litter and trash.
3. No obvious damage to City facilities, such as trails, shelters, or signs.
Recommendation
Staff presents this for a point of discussion only; no action is required by the
Commission, however, staff desires further direction regarding this issue. The
City's fee schedule is adopted in January of each year, so this item can be
reconsidered by the Commission at its November meeting.
•
S:\PLANNING\MICHMC\PARKNREC\parkfee.doc
13065 Orono Parkway • P.O.
