rk? <br /> ( <br /> Item #: <br /> •ity of <br /> Elk MEMORANDUM <br /> River <br /> TO: Park and Recreation Commission <br /> FROM: Michele McPherso'"irector of Planning <br /> DATE: January 3, 2000 <br /> SUBJECT: Planning Retreat— Discuss Commission's <br /> Role in Programming <br /> Request <br /> The Commission is asked to discuss what role it would like to play in programming of <br /> events and programs offered by Community Recreation. <br /> Analysis <br /> To date, the Commission's role in programming has been somewhat limited and <br /> • reactionary in nature (responding to presentations by Michele Bergh). This year, the <br /> Commission established its first annual volunteer appreciation evening and expanded <br /> winter recreational opportunities with additional rinks. It has been suggested that the <br /> Commission may want to have a more proactive role in suggesting programs for <br /> Community Recreation to offer. <br /> With the Community Recreation Board directing and guiding Community Recreation, <br /> whatever role the Commission chooses to play in programming should not lead to <br /> another "boss" that Ms. Bergh needs to report to. The Commission should offer <br /> suggestions of programs and events and trust staff to implement them and report back <br /> on their success or failure. Being aware of programs will help the Commission as it <br /> develops its CIP plan and looks at parks for various facilities (i.e. development of more <br /> open field space for use as soccer fields should demographics support it). <br /> Perhaps, to get the Commission started, a more critical review of the quarterly brochure <br /> could be scheduled when appropriate. This would allow the Commission to suggest <br /> programs for staff to implement. <br /> Recommendation <br /> Staff recommends that the Commission discuss its desired role in programming and <br /> provide staff with further direction. <br /> 13065 Orono Parkway • P.O.
