Consulting services were solicited as the city did not <br /> have existing staff to undertake the initial workload of the program. <br /> Staff s intent was to utilize a consultant's manpower and expertise to develop the program and begin <br /> implementation,then hire a technical employee to manage the program. The bid proposals received were <br /> considerably higher than anticipated for the work that was required per state and federal mandates. <br /> HDR is developing the program to meet mandated requirements of the Municipal Separate Storm Sewer <br /> System (MS4) Permit as required by the Clean Water Act and the Minnesota Pollution Control Agency. <br /> Staff wishes to proceed with the candidate search pending Council approval.
