In recent years, we have not had to reimburse developers as trails <br /> have not been installed. In 2001, however, the City reimbursed Lyman Development <br /> Company and Dynamics Design and Land Co.a total of$47,234.80. Both developers were <br /> reimbursed for exact costs, not the costs based on $14.00 per lineal foot. The current <br /> market price per lineal foot for bituminous trail appears to be in the$7.00-$8.00 per foot <br /> range. <br /> Both reimbursements were unanticipated expenditures from the park dedication fund and <br /> staff requests further direction regarding the need to reimburse developers for bituminous <br /> trails. Should trails be considered a required expense on the part of developers,or should <br /> the City continue to reimburse developers? Alternatively, the City could package trail <br /> construction projects on an annual basis as needed.
